The Mission

The Independent Validation Unit (IVU) is a team required by the European Central Bank (ECB) to validate and report on the bank’s adherence and progress with Basel Committee on Banking Supervision's standard number 239 (BCBS 239). We are part of the second line of defense and reside within the Non-Financial Risk (NFR) domain.

The primary purpose of the team is to ensure that a bank's risk data aggregation and reporting processes are functioning as intended and are appropriate for the bank's risk profile. The IVU validates and reports on ING's compliance with BCBS 239 by conducting independent validation activities that encompass all material components (e.g., Data Governance, Data Definition, Data Quality, Data Traceability/Lineages, Ad hoc Reporting, Data exchange) of the bank's data aggregation and reporting processes (https://www.bis.org/publ/bcbs239).

From a 2nd line perspective, the secondary purpose of the IVU is to provide advisory services that aim to improve the Data Aggregation and Reporting processes of ING.

Your day to day

You will be part of a team of 4 colleagues in total (2 based in Amsterdam and 2 in Bucharest) with the following key responsibilities:

  • Conduct independent validation of Risk Data Aggregation and Reporting processes across the group, branches, and subsidiaries, with a focus on data governance frameworks, data taxonomy, lineage, data quality, and manual interventions. This includes assessing the design and effectiveness of data governance frameworks, aggregation methodologies and reporting controls, and reviewing risk data quality, logic, and outputs across all risk types (e.g., credit risk, operational risk, market risk) and Finance, ensuring alignment with BCBS 239 principles.
  • Document validation findings, provide recommendations, and track remediation progress via iRisk (the IVU is a Monitoring Entity in iRisk). Collaborate with risk management, data governance, and IT teams while maintaining independence from first-line functions.
  • Prepare validation reports/ IVU memos for ING’s senior management (incl.), key committees, and regulatory stakeholders such as the European Central Bank.
  • Communicate IVU findings and recommendations for improvement to senior management and other key stakeholders and follow up on IVU findings to ensure timely and effective remediation.
  • Support Head of IVU in providing advisory services designed to add value and improve the BCBS 239 implementation within the Bank. The IVU has an important role in bringing in its expertise and experience on BCBS 239, IT, Data and Reporting from a validation perspective and will be involved in any update of BCBS 239 Framework and Governance of ING.
  • Develop and maintain relationships with key stakeholders from all three lines of defense.

What you’ll bring to the team

Education

  • Bachelor’s or Master’s degree in Finance, Risk Management, Audit, Economics or Banking.

Experience

  • Minimum 5 years working experience in audit, risk management, data management, or regulatory compliance within financial services. Big4 experience is a plus.
  • Hands-on experience with BCBS 239/data management implementation or validation.

Technical Skills

  • Strong understanding of risk data aggregation principles and regulatory frameworks.
  • Good understanding of the regulatory environment in banking and knowledge of banking business, policies, procedures, processes, especially related to data management and reporting capabilities.
  • Technical expertise in data management and/or reporting, is a plus.

Soft Skills

  • Excellent analytical, problem-solving, and strong communication skills.
  • Ability to work independently and maintain objectivity.
  • Ability to analyze complex information and data to identify key risks, make sound decisions based on available information and find solutions/ recommendations to issues or problems.
  • Ability to challenge the existing/proposed solutions and to be pragmatic in analysis and action. Firm when needed, flexible where possible.
  • Ability to explain validation results to the main stakeholders both verbally and in writing.
  • Capable to work in collaborative way, and to manage multiple projects simultaneously.
  • Enthusiastic, proactive and eager to learn new things.

Foreign languages

  • Fluency in English (both written and spoken) is required.
