About the position:

We are seeking a motivated and detail-oriented professional to join our Group Treasury at ING Americas. This Director will play a critical part in supporting the firm’s effort to design and build out infrastructure related to FRB utilities and liquidity management.

This role will also be responsible for managing the FRB-related activities including Discount Window access, intraday liquidity monitoring and payment utility oversight.

About the department:

Group Treasury at ING Americas is responsible for and managing and monitoring ING’s capital, funding and liquidity positions both in business-as-usual and stress situations.

The GT function organizes risk and funding transfers from the business lines to the Group Treasury books, by taking funding from both the local market and from Group funding. They manage all associated interest rate, FX and liquidity risks through the usage of interest rate and FX derivatives. Furthermore the GT is responsible for advising the business lines on pricing and potential balance sheet risks of lending and deposit products.

Responsibilities:

Project management (initial phase only)

  • Advise on Federal Reserve onboarding process and requirements
  • Partner with other functional groups to define and implement infrastructure to support Fed connections
  • Assist in the design of operational process and liquidity monitoring tools
  • Support documentation, testing, and implementation of systems required for regulatory approval and operational readiness
  • Provide ongoing support and guidance to ensure continued compliance

FRB utility and liquidity management

  • Maintain operational readiness and ongoing compliance for FRB utility and collateral management
  • Monitor intraday liquidity and manage associated reporting obligations
  • Serve as subject matter expert in the day-to-day operations of key Financial Market Utilities including Fedwire, Fed securities, DTC etc

Qualifications and Competencies

  • 10+ years of work experience in Treasury, Liquidity or Operations within a bank or financial institution
  • In-depth knowledge of Federal Reserve regulations and policy tools
  • Expertise in cross-border banking operations and liquidity management
  • Strong working knowledge in FRB utilities, discount window operations, and intraday liquidity frameworks
  • Familiarity with FMU’s including Fedwire, Fed Securities, and DTC
  • Experiences in managing or monitoring payment flows and real-time settlements
  • Excellent analytical, organizational and communication skills
  • Proficient in Microsoft applications
  • Knowledge in Python and/or SQL/VBA preferred  

Salary Range $210,000-$250,000
