We started out in 2015 as ING’s software development hub – a distinct entity from ING Bank Romania – then steadily expanded our range to include more services and competencies.

Now we provide borderless services with bank-wide capabilities and operate from two locations: Bucharest and Cluj-Napoca.

Mission

COO ING Hubs enables the strategy and performance of the organization to consistently improve our ability to deliver business impact for our customers, by leading transformation, innovation & digitization, simplify how we organize and robusten our operations, all while ensuring safety and security.

The COO for ING Hubs initiates, coordinates and oversees initiatives and results of Strategy & Change, Transformation, One Way of Working, Service Management & Customer Experience, Process Management, Operational Design Control and Resilience, Reporting & Data Insights and Real Estate & Facility Management.

Responsibilities

  • Translates Hub Strategy into overall plan for organisational effectiveness and development supporting the ambitions of the Hub MT.

  • Translate the Strategy into a tangible roadmap with actionable steps for growth, implementing organization wide goal setting, performance management, and annual operations planning.

  • Lead the development of the multi-year strategy & roadmap and ensure successful implementation in ING Hubs Romania to meets the long-term business needs of our customers.

  • Identifying the need for change and transformation shaping a vision, mobilizing commitment, and monitoring progress to achieve the desired outcomes. Oversee change execution jobs design and implement transformation programs, according to globally set standards. All within DP and P&L of the Hub.

  • Oversee company operations management frameworks and practices ensuring a culture of continuous improvement and operational excellence.

  • Translate ING sourcing needs and market conditions into a location strategy and drive the implementation thereof. Including acting on cross-hub opportunities.

  • Ensure implementation of the relevant and most effective WOW across the entire organization and the design of new working models where applicable.

  • Manage sourcing and business resiliency activities ensuring focus on the service experience and compliance with regulatory requirements.

  • Steer travel and resource procedures and the operationalization thereof.

  • Champion Operational Design, Control & Resilience in developing and implementing effective and efficient (process) control environment.

  • Oversee a wide range of activities related to Real Estate and Facilities Management, including Health and Safety to ensure an optimal employee experience.

  • Take the lead on cross-border projects which contribute to the overall strategy of ING Hubs.

Who we are looking for?

We are looking for an experienced senior leader with 10+ years’ in senior operations management roles and transformation; with a Master degree or comparable academic education and highly skilled in operations strategy, innovation and governance deployed in a complex and international context.

The COO must excel in problem solving attitude, excellent stakeholder management and organisational sensitivity.

The following key results will be expected:

  • Transformation

Build a shared sense of direction and purpose (shoulder to shoulder) while also encouraging alternative views and opinions.

Decide on change activities in relation to the business strategies or goals (run the business) with a strategic mindset and ability to focus on multi-year roadmap

Operational excellence in terms of making data driven decisions with focus on creating clarity on strategic approval boards, strategic dashboards with key insights and (financial) metrics. Create and continuously empower the culture to guides teams and decisions based on data and facts.

  • Agile Leadership

Vision / mission: to ensure that a clear purpose, scope and success indicators are defined, based on business impact instead of deliverables, and that this is known to all concerned.

Setting priorities: there is a supply-driven demand: no more can be requested than can be delivered, with the backlog leading.

Removing obstacles (impediments): ensuring that waste and impediments are made visually, prioritized and systematically eliminated.

Self-managing teams and autonomy: giving confidence to the squads to make their own decisions and ensuring that teams solve problems instead of performing task.

Managing dependencies: ensuring that cross-team, cross-company, and cross-country dependencies are visualized and effectively managed.

  • Flexibility & Adaptability & Problem-Solving

Apply different behavioral styles to function effectively and realize set goals.

Continue to work effectively when problems or opportunities arise by adjusting to changing environments, objectives and/or responsibilities.

Consistently navigate through ambiguity, conflicting deadlines, and unexpected modifications.

Take away impediments that hamper an agile approach and client driven solutions.

  • Decision-making & Empowerment

Tackle issues and simplify problems and conducts complex analysis by identifying key issues even when critical information is missing or is ambiguous.

Advocate a positive-critical attitude towards rules and regulations which are not enforced by external regulators.

Engrain a culture where people will make responsible choices when weighing rules against client experience and client focus.

  • Service Delivery

Manage and address business escalations for complex and high-risk issues arising from recruitment and way-of-working between all parties.

Advise strategic measures and structural solutions to address concerns to solve.

  • Building and Sustaining Stakeholder Relationships

Navigates easily in different organization structures and types (formal, informal, hierarchical, product & function, geographical) and influences/leverages on these when necessary.

  • Innovation & Continuous Improvement

Using Agile & Lean principles identifies improvements in the Domain, working together with Process Experts and Agile coaches.

Enable greater collaboration between the Domain Process Lead and the Circle Leads. Identify improvement areas and develop practical improvement solutions for existing processes/ procedures/ work instructions, technology and organization.

Provide input to projects based on own expertise (content/process driven) and monitor the impact of the project on the operational execution.

Implement process/ technology/ organization improvements and ensure proper understanding by involved parties.
