The Mission

As a technology-enabled and digital-led bank, data is at the heart of everything we do. It powers how we measure risk, assess performance, and make decisions. To ensure we unlock the full value of our data, we must guarantee its completeness, accuracy, auditability, traceability, and protection. The Global Data Organisation serves as the first line of defense in securing robust data chains, working in close collaboration with all functions, business lines, and countries across the Bank.

The Global Chief Data Office (CDO) plays a pivotal role in this mission. As a central organizational unit, the CDO partners with stakeholders across the enterprise to enable frictionless customer journeys, support ESG-driven innovation, and deliver data products that enhance decision-making. With emerging trends such as digital wallets on the horizon and increasing regulatory expectations around data governance, the CDO is evolving to meet these challenges head-on, ensuring our data remains both a strategic asset and a safeguarded resource.

As part of the Global CDO organization, the Global Data Management department is tasked with developing our design capabilities and establishing a comprehensive mandate for data frameworks and controls. The team defines, maintains, and continually enhances ING's global standards in areas such as Data Governance, Data Quality, Lineage, BCBS239 Reporting, End User Compute, AI and Data Ethics, Data Privacy, ensuring uniform application throughout the Bank and full alignment with both regulatory requirements (including BCBS239, GDPR, EU AI Act, DORA) and ING’s business objectives.

The Opportunity

In the role of Expert Lead – Reporting BCBS 239, you will be responsible for designing and overseeing ING’s Reporting Control Standard in accordance with BCBS 239, specifically for financial and regulatory reporting processes. This includes ensuring the accuracy, consistency, security, and compliance of report data generated within the organization. Working collaboratively with country and domain specialists, you will guide the implementation of controls and develop work instructions that integrate Reporting, End User Compute, and Data Management controls with the operational and transformation functions of the CDO. Additionally, you will manage and maintain key BCBS 239 global procedures relating to ING’s compliance approach and scoping.

Within the Global CDO organization, the central BCBS239 department oversees the deployment and execution of Key Controls and serves as your primary stakeholder to ensure governance requirements align with rollout timelines. In your capacity as Expert Lead Reporting BCBS 239, you will represent Global Data Management throughout the ING Group, engaging with stakeholders ranging from Data Management Experts to Domain and Country COOs, and occasionally the Group COO. As the BCBS 239 Control Standard is at an early stage of maturity, further development is required regarding the Control Standard itself, Test Plans, and remediation of overlapping controls across the Group, beyond the Global Data Management domain (including Financial Regulatory Reporting, SOx, etc.). In this role you will report directly to the Head of Global Data Management.

Your day to day

As an Expert Lead – BCBS 239, you:

  • Oversee the full lifecycle of reporting controls, from design and implementation to monitoring and continuous improvement.
  • Ensure integration of Reporting BCBS 239 controls with DM CS and EUC CS requirements, aligning with data governance and quality controls
  • Define and execute the BCBS 239 Compliancy Approach and Scoping procedure, ensuring clear boundaries, prioritization, and alignment with global standards
  • Work closely with the Tribe BCBS 239 on the planning and delivery of regulatory BCBS 239 program, ensuring that all deliverables (data, reports, models, end-user computing) are met and evidenced
  • Functional steering of a virtual team of BCBS 239 Process Experts across domains and countries on adapting and executing BCBS 239 approach and design of the related artefacts
  • Institutionalize cross-functional collaboration, eliminate duplication of effort, and embed compliance capabilities into the local operating model
  • Monitor compliance through dashboards and heatmaps, providing clear insights on roadmap health, risks, and outcomes to senior stakeholders
  • Build strong relationships with key stakeholders, including business lines, functional lines, countries, regulators, second line (Independent Validation Unit and Non-Financial Risk) and the broader data community
  • Represent the organization with regulators, auditors and external bodies providing assurance on data risk management practices
  • Identify and implement process improvements, automation opportunities, and best practices in reporting controls
  • Foster a culture of compliance, transparency, and continuous improvement across the organization

What you'll bring to the team

The ideal candidate demonstrates sharp regulatory insights, solves problems effectively, and influences others through collaboration and active listening. As an Expert Lead, you will:

  • Contribute to regulatory change programs in both local and international context
  • Communicate effectively, adapting your style and content to diverse audiences while valuing input and opinions
  • Show strategic thinking, identifying future opportunities, and translating them into concrete strategies and execution roadmaps
  • Be organizational savvy, you maneuver easily through complex policies, processes and people-related organizational dynamics across ING 
  • Be tech-savvy, anticipating and leveraging innovations in risk management and data control automation
  • Influence stakeholders beyond your immediate area, ensuring alignment and collaboration across functions

Required Skills and Experience

  • 8+ years of experience in financial/regulatory reporting, audit, or control design, ideally in banking
  • Strong knowledge of BCBS 239 principles, reporting control frameworks, and regulatory requirements
  • Proven experience with control standard implementation, monitoring, and stakeholder management
  • Excellent organizational, analytical, and communication skills
  • Experience in process optimization, automation, and Agile delivery methodologies
  • Ability to explain complex issues in a clear, compelling way to gain buy-in
  • Master degree in relevant field
  • Excellent level of English
