Your role & work environment

As Regional Head of Procurement – APAC, you are accountable for the governance, execution, and value delivery of Procurement and Third‑Party Management (TPM) across Asia. You lead an established, Singapore‑based regional team providing end‑to‑end procurement and TPM support to all ING entities in the region.

You are responsible for embedding global Procurement strategies, policies, operating models, and transformation initiatives at regional and country level. You ensure sustainable commercial value, strong supplier and contract outcomes, and effective third‑party risk management in a highly regulated environment.

You operate in a matrix organisation, reporting functionally to the Global Head of Procurement, Wholesale Bank, and hierarchically to the APAC Chief Financial Officer (CFO). You partner closely with regional and country stakeholders to drive alignment, disciplined execution, and clear accountability.

You also play a key role in driving procurement transformation, including the implementation of Requisition‑to‑Pay (R2P), and ensuring a smooth transition into stable business‑as‑usual operations.

Key responsibilities

Regional Governance

  • Provide integrated regional governance for Procurement and Third‑Party Management (TPM), ensuring consistent application of global policies and local procedures across Asia.
  • Ensure compliance with local and European regulatory requirements (including EBA, MAS, HKMA, BSP), maintaining audit readiness and timely remediation of Procurement‑related findings.
  • Provide senior oversight of contracting standards, supplier risk, and regulatory obligations related to data transfer, cross‑border outsourcing, and regulatory notifications, in close partnership with Legal and Non-Financial Risk.

People & Capability Leadership

  • Lead, manage, and further develop high‑performing regional Procurement and TPM teams based in Singapore, including effective collaboration with service hubs in the Philippines.
  • Strengthen capabilities across Asia through training, competency frameworks, knowledge sharing, coaching, succession planning, and cross‑country talent development initiatives.
  • Foster a collaborative and inclusive culture across Procurement, TPM, and control and support functions.

Regional Execution & Leadership

  • Lead regional execution of Procurement and Third‑Party Management (TPM) activities from Singapore, ensuring effective coverage and support for all Asian branches.
  • Lead regional procurement transformation initiatives, including Requisition‑to‑Pay (R2P), ensuring effective rollout, adoption, and stabilisation into business‑as‑usual operations.

Procurement Strategy, Value & Commercial Leadership

  • Develop and execute regional category strategies aligned with global direction and business priorities.
  • Deliver sustainable cost reduction and cost avoidance through demand management, specification standardisation, total cost of ownership (TCO) optimisation, and supplier productivity initiatives.
  • Lead and approve regional commercial negotiations, including Master Agreements, Statements of Work, SLAs, pricing structures, and KPI frameworks, ensuring contracts are commercially robust and risk‑appropriate.

Supplier & Third‑Party Lifecycle Management

  • Ensure effective end‑to‑end supplier lifecycle management, covering onboarding, renewals, remediation, exit planning, and concentration risk management.
  • Promote performance transparency and proactive issue identification and resolution across key suppliers and third‑parties.

Senior Stakeholder & Business Engagement

  • Act as the primary APAC point of contact for Procurement, ensuring alignment on priorities, standards, and transformation initiatives.
  • Partner with senior country and regional stakeholders to deliver timely, reliable, and value‑adding Procurement and TPM services.
  • Build strong engagement models with country leadership to support business needs and regulatory requirements.

Must‑have experience

  • Minimum 15 years of relevant experience in Procurement within a complex and/or regulated environment.
  • Demonstrated experience leading established teams, including performance management, capability development, and succession planning.

Preferred experience

  • Hands‑on leadership in regional or global transformation initiatives, such as:
    • Target Operating Model (TOM) design and implementation

o   Requisition‑to‑Pay (R2P) system implementation

o   Transfer of activities to offshore

  • Experience operating in a regulated industry with exposure to regulatory, risk, and audit interactions.

Desirable skills & capabilities

  • Strong multi‑country stakeholder management across business, Risk, Legal, Operations, IT, and Compliance.
  • Analytical and structured thinking, including spend, value, and risk analytics.
  • Advanced contracting and commercial negotiation expertise.
  • Solid understanding of third‑party operational resilience, cyber risk, and operational risk.
  • Familiarity with Procurement platforms such as GEP, PeopleSoft, or equivalent tools.
