ING Luxembourg is looking for a full-time Procurement Policies and Procedures Expert for a one year period. Within the Finance Department, the Procurement department (team of 4 people) helps the different departments of the bank to select the best product or service provider, while considering regulatory and legal aspects. Its scope includes the expenses of the departments: IT, Facility Management, Non-Financial Risk, Human Resources (incl. Training), Marketing and Miscellaneous Consultancy. 

This is a short term contract of 12 months.

Missions: 

As a Procurement Policies and Procedures Officer, you will be in charge of:  

  • Client management: help senior colleagues manage client and customer relationships by using relevant client systems 
  • Operational compliance: identify, within the team, instances of non-compliance with the organization’s policies and procedures and/or relevant regulatory codes and codes of conduct, reporting them and escalating issues as appropriate 
  • Policies and procedures: develop, test, and maintain procedures and guidelines to support the organization in the implementation of, and compliance with, internal policies and/or external regulations
  • Regulatory and Compliance Management: Carry out a wide range of compliance monitoring activities and give basic advice on compliance and regulatory requirements. 
  • Coordinate the activities related to the implementation of a contract: drafting, contract life cycle, administrative follow-up, management of ancillary clauses, etc.  
  • Manage and monitor suppliers, which also includes market knowledge for your field of activity, providing added value in terms of cost reduction, resolving any conflicts, etc.  
  • Participate in the evolution of the Procurement function by ensuring constant communication with the various internal departments on the department's strategy and values. 
  • Interact with global functions (ING Group level)

Technical Competencies

  • Action Planning: Works under supervision at an elementary level to develop appropriate plans or perform necessary actions based on recommendations and requirements

Profile:

  • Education / Experience: University education at bac + 5 level in Purchasing or Purchasing Lawyer  
  • Experience in procurement project management, preferably in a service company 
  • Regulatory knowledge in the field of purchasing is an asset 

Skills: 

  • Excellent communication skills allowing you to interact with different types of interlocutors (varied level of seniority, different cultures)  
  • Presentation, coordination and negotiation internally and externally  
  • Priority management, autonomy, rigor and curiosity  
  • Good adaptation and anticipation skills 
  • Results oriented, with analytical thinking, a sense of discernment and an understanding of issues  
  • Ability to manage both operational and strategic tasks  
  • Ability to work in an international group with local roots 

Languages:

Oral and written fluency in English is a must, in French as plus.
